Integrated Strategies for Sustainable Mobility:
Bremen, Germany
Michael Glotz-Richter
Senior Project Manager of Sustainable Mobility for the City of Bremen
March 20, 2007
SMART Presentation Summary
Bremen, a city of 540,000 inhabitants in the North of Germany, is attractive to both residents and the business community. Mobility patterns in Bremen are comparatively positive with a modal split of about 60% of all trips done by the more environmentally friendly modes (walking, cycling, PT) – and “only” 40 % done by car. For Bremen, the bike is the ultimate clean vehicle. The extension of the tram system is one key element of attracting more passengers for Public Transport. The opening of new lines has brought about 40 % more passengers than the previous bus services in that corridor.
If cycling and Public Transport is not offering a sufficient service, you can use the “car-on-call” of the Bremen Car-Sharing system. In 2007 Bremen reached already 4.000 users. The most important impact is that about 900 private cars have been replaced by the service of Car-Sharing. This represents a chance to regain street-space for better purposes than parking. For the passenger, the most important element is the integration on the regional level. The cooperation of 34 operators means one ticket and one information system, and coordinated schedules and interchanges.
Good environment in the neighbourhoods makes the city an attractive place to live– a good alternative to suburbia, where you often fully depend on a car. What’s more, the more a city is independent from the car – the less vulnerable the economy is concerning increasing prices of oil.

Biography
Michael Glotz-Richter works as senior project manager for ‘sustainable mobility’ in the Bremen City Ministry for Construction, Environment and Transport / City of Bremen (Freie Hansestadt Bremen / Senator fuer Bau, Umwelt und Verkehr).
He holds a Diploma in Urban and Regional Planning of the Technical University in Berlin, with a special focus on transport and environmental issues (1984).
After working in the field of urban planning and transport calming in Berlin and Cologne, he moved in 1990 to Bremen. Since 1994 he has been responsible for the involvement of Bremen in several European projects on sustainable transport and environmentally friendly mobility. Car-Sharing is one of the elements for reducing dependence on the private car – but good Public Transport, clean vehicles, and seeing the bicycle as ultimate low-emission vehicle, are also key.
Some key projects have been:
• Project ZEUS (Zero and Low Emission Vehicles in Urban Society ) focusing on clean vehicles and sustainable mobility (1995 – 2000).
• MOSES (Mobility Services for Urban Sustainability) A Car sharing project (2001-2005).
• Ongoing Interreg-projects:
—MoCuBa (Mobility Culture in the Baltic Sea Area) focusing on new Mobility Culture
—BUSTRIP (Urban Sustainable Transport Plan and Implementation Projects) focusing on Sustainable Urban Sustainable Transport Plans
• Project VIVALDI (Visionary and Vibrant Actions through Local transport Demonstration Initiatives) within the European CIVITAS initiative (2002-2006). Bremen was named ‘CIVITAS City of the Year’ in November 2005.
One of the key objectives of all these projects has been the integration of different transport modes to intermodal services and as well the link to lifestyle issues and urban development with transport issues – widening up the focus to an understanding of mobility.
