Judi Masuda
New Mobility – TDM Programs Manager
Ms. Masuda began her career in transportation as an intern with the Los Angeles County Transportation Commission where she was responsible for mapping the entire 22-mile Blue Line light rail route that runs from downtown Los Angeles to the City of Long Beach.
As a 20-year resident and transportation veteran at the City of Pasadena, Judi has focused her career on planning. She serves as an expert and supervisor in diverse areas of urban, transit and TDM / transportation / trip reduction planning; alternative fuels/fleet lease/purchases; and electric vehicle (EV) infrastructure. Some of her innovative, noteworthy accomplishments include the establishment of Bike Week Pasadena and the introduction of EVs to the city. To acquire charging stations and vehicles for the EV program (Phase I), Ms. Masuda negotiated partnerships with and grants from Caltech, JPL, Edison, Honda, General Motors, Toyota, Nissan and Ford Motor Company. This year, the city added seven BMW MINI Cooper EVs to its fleet for use by the Water & Power, Public Works and Transportation departments. Ms. Masuda will manage the recently awarded county ($700,000) grant for retrofitting and developing the city’s current EV program.
Ms. Masuda also helped develop and implement the City’s Transportation Demand Management program for employees and has provided historical information and current expertise in the field of TDM nationwide. She also provided guidance to amending the city’s Trip Reduction Ordinance and Bicycle Facilities programs and served as the Pasadena Gold Line light rail Community Outreach Coordinator.
Judi served as the 1st Vice President for the Women’s Transportation Seminar-LA, and Chairperson of the WTS National Scholarship Committee and is noted for her expansion of the chapter’s Adopt-A-School program. This enriched program was recognized as an example of excellence in outreach to students in an Engineering News-Record editorial. Judi also established LA as the first and only WTS chapter to give college scholarships to high school students planning to enter transportation-related fields.
